Who Do You Contact for a Navy Pay or Personnel Problem? CPPA and MNCC Guide

Reviewed July 24, 2026. Navy pay and personnel problems are easier to resolve when the right office receives a complete, trackable request. The practical rule is to start close to the transaction, keep the case number, and escalate with dates and documents instead of starting over.

Start with your command CPPA or admin office

Your Command Pay and Personnel Administrator (CPPA) is the link between you, your command, and the supporting personnel organization. For a missing allowance, delayed gain, travel claim, reenlistment document, dependent-data change, or other transaction, ask your CPPA to confirm four things:

  1. Was the correct request submitted?
  2. Were all required supporting documents included?
  3. What date was it submitted, and through which system?
  4. What case or transaction number can you use for follow-up?

Give your CPPA the effective date, the expected result, the first LES or record where the problem appeared, and copies of the relevant orders or forms. Do not send a Social Security number or other sensitive personal information through ordinary unencrypted email.

Use MNCC for 24/7 career, pay, and personnel support

Important 2026 change: MyNavyHR states that the old AskMNCC@navy.mil inbox stopped being monitored on March 1, 2026. If you used the old address, receiving an automatic reply does not transfer your request. Re-send it to AskMNCC@us.navy.mil.

Do not cold-call a Transaction Service Center

The current Navy pay and personnel guide describes Transaction Service Centers as production organizations rather than customer-service offices. Use your CPPA, the applicable Regional Support Center route, or MNCC so the inquiry is logged and routed correctly.

Build a follow-up packet that can be acted on

  • Your full name, rank or rate, command, and preferred contact method
  • A one-sentence description of the problem
  • The date the issue began and the date the original transaction was submitted
  • The CPPA, MNCC, or eCRM case number
  • The specific correction requested
  • Relevant forms, orders, or LES pages transmitted only through an approved secure method

Keep a simple log of every contact and promised follow-up date. If the issue affects housing, food, travel, or another immediate financial need, tell your chain of command early so leadership can help with the official escalation path.
