Navy DMAP Phase IV: What Changed for DC and ABE Sailors in 2024

Historical update — February 2024. This article summarizes the Navy's DMAP Phase IV announcement as it applied at that time. Sailors should use current MyNavy HR guidance for present-day eligibility and deadlines.

NAVADMIN 017/24 moved active-component Damage Controlman (DC) and Aviation Boatswain's Mate — Launching and Recovery Equipment (ABE) Sailors into DMAP Phase IV for the E-5 and E-6 journeyman pay bands.

What changed in Phase IV

  • Beginning June 1, 2024, advancement to E-5 and E-6 for active-component DC and ABE Sailors shifted to Advance to Position (A2P) and Command Advance to Position (CA2P).
  • DC and ABE Sailors used a Rating Knowledge Exam (RKE) as part of eligibility to compete for higher-paygrade billets.
  • Passing the RKE was required to compete for assignment to a billet in the next higher paygrade through A2P or CA2P.
  • DMAP continued to use incentives and advancement opportunities to improve manning in sea-intensive ratings.

DMAP 4+3

The Navy's February 2024 FAQ described DMAP 4+3 as an initial four-year apprentice sea tour followed immediately by a three-year journeyman sea tour. Potential incentives included Detailing Marketplace Incentive Pay, advancement opportunities, and priority for a later shore assignment through Continuous Sea Duty Credit.
